Sadly I don't have the commands on hand because I don't use them, but searching around the reddit might help, I know at some point someone made a comprehensive list of the commands. The mob spawning for these target npc's is still broken, the biggest tell for me is that there is no quest pointer when a target npc fails to spawn, as it means that the dependent entity does not exist, making the quest objective uncomplete-able. You can use admin commands to skip quests directly, basically re-enabling all the things the quests unlock directly. Sadly, no it has not, and it was like this in patch 1.4, 1.4.1, and now 1.4.2 as well.
